could you quantitate how variable you mean, eg from what swr to what swr? Any other factors you could describe would be helpful. Do you mean you can sit and watch it vary on an swr meter, or do you mean it's steady for a given session, but might be different the next day? FWIW (nothing), I haven't had this problem - swr near 1:1 all the time.
