Sorry about your C3SS not performing up to expectations on 17 meters. I suspect your model of the C3SS is defective, because mine has an swr around 2.5-3:1 on 17 meters. Also, i've found the antenna to be useable on 6 meters, certainly better than nothing, but no where near the performance of my 5 element 6 meter yagi at 22 ft.
