I can't speak for the shorter antennas, but the C-3E and C-3 work very well
on 12 and 17. They aren't as good as on 20, 15 or 10, but they are
definitely better than any wire antenna, if only because they are rotatable.
I routinely run my C-3E stack on 12 and 17.
