Here are some EZNEC 3 simulation results for a 21 MHz, half-wave, vertical
dipole over average ground using the "high accuracy" ground model. The two
cases compare having the lower end of the antenna 1 foot above ground
compared to 6 feet above ground:

Height = 1', Peak Radiation Angle = 19 degrees, Gain = .35 dBi
Height = 6', Peak Radiation Angle = 16 degrees, Gain = 1.01 dBi
