High swr everywhere indicates a feedline problem. If you're sure the coax and joints are okay, then the only thing left is the balun. Did you check the antenna at the end of the feedline directly? Sometimes something in the shack (i.e. switch, jumper, meter, etc.) is TU but the antenna is okay. Eliminate everything you can before blaming the balun. What kind of balun is it?
