From an enforcement standpoint, the issue is entirely with the company through which the gentleman placed his order and to whom he sent his money. For THAT company to refer a customer directly to a manufacturer, instead of solving the problem themselves, is quite inexcusable. F12 is not the retail agent of record in this transaction.
