Keith - I believe you will be ok with adjusting the driven element only.
I had similar problem here with my reflector frequency too low on CW after
installation at 72 ft. I just adjusted the driven element only and coil for
best SWR at desired freq. SWR is 1:2 now and antenna appears to be
working good.
Others in list I am sure have had experience in this area and will be able
to
give you further info.
